Electronegativity leads to hydrogen bonding. When an atom has a large electronegative value, it is more easily able to attract hydrogen atoms, while the opposite also holds true. When an atom (or molecule) has a large distance that its valence electrons are from the nucleus, then the electronegativity value will be higher.
