Both men believed it necessary to revolt against entrenched monarchs that did not serve the will of the people. Montesquieu recognized man's desire to satisfy their needs by associating with one another thereby creating a societal government. Paine musing about how men sequestered in a small part of the earth would gravitate toward forming a society is illustrative of the influence of Montesquieu philosophy. Rousseau The Social Contract states that Man was born free but everywhere he is in chains.
