A 1mm solution of gamma globulin (mw ~160,000) is called a concentrated solution. why?

A concentrated solution is described to a solution where it contains the maximum amount of solute that it can take or dissolve. at a certain temperature or pressure. I am guessing, 1 mM solution of gamma globulin solution is considered as a concentrated solution because it is either the maximum concentration or at least near the maximum concentration the solvent could dissolve.
