We have the following:

We have that when two lines are parallel they have the same slope


\begin{gathered} m_1=m_2 \\ m_2=-2 \end{gathered}

therefore, for b is:


y=mx+b

where x is 4, y is -3 and m is -2

replacing:


\begin{gathered} -3=-2\cdot4+b \\ b=8-3 \\ b=5 \end{gathered}

The equation is:


y=-2x+5
