A slope perpendicular to 3 would be -1/3 (find the negative reciprocal of 3).

Then plug the know values in to slope intercept form to find the appropriate b value.
0= -1/3(-3)+b
0= 1+b
b=-1

Final answer: y= -1/3x-1
