we just need the points where x=0 and x=3
calculate the slope between those points and that is the average rate of change from x=0 to x=3

so we gots (0,6) and (3,0)
slope between (x1,y1) and (x2,y2) is (y2-y1)/(x2-x1)
slope between (0,6) and (3,0) is (0-6)/(3-0)=-6/3=-2

average rate of change from x=0 to x=3 is -2
