Rate of change would be:change population / change in year310 m - 280 m / 2010 - 200030 m / 103 m / 1
The change was 3 million per year

ok, find change then divide by years elapsed
change=310-280 million=30 million
number of years elapsed=10
30mil/10=3mil
3million per year was the population growth rate
