Herbert Hoover was appointed as the administrator of Food during the Great War. His appointment was done by President Woodrow Wilson. Herbert Hoover was serving as Chairman of the Commission for relief in Belgium before he took charge of this post.

Later he also served as the 31st president of the United States of America from 1929 to 1933.
