the area of any parallelogram is equal to:

h* b=A=7

where h is the hight and b is the base

and the other condition is:

(1)/(4)b=h

Now we have two equation and two variables, so we solve the system by replacin the second equation into the first equation.

(1)/(4)b* b=7

Now we solve the problem for b

\begin{gathered} b((1)/(4)+1)=7 \\ b((1+4)/(4))=7 \\ b(5)/(4)=7\text{ } \\ b=7(4)/(5) \\ b=5.6 \end{gathered}

so the base is equal to 5.6
