In one molecule of acetic acid, it is given that there are 2 carbon atoms, 2 oxygen atoms, and 4 hydrogen atoms. The total number of atoms, therefore, is

2 + 2 + 4 = 8 atoms

In two molecules of acetic acid, there are a total of

8 x 2 = 16 atoms

There are a total of 2 x 2 carbon atoms in two molecules of acetic acid which equals to 4 carbon atoms.

Therefore, the ratio of carbon atoms to all other atoms in 2 molecules of acetic acid is

4 : 16

The correct option is B.
