I would say that Gandhi uses mainly pathos or an emotional connection to his audience in this new university speech. The main exception he seems to make is questioning why university education in British colonial India must be given in English which is a humiliation for Indians not to be able to receive higher education in their own language. This sentiment was echoed by a Mexican customs official who severely criticized me for trying to speak English to him when Spanish is the first language of his Country ( I had been reticent to try to speak Spanish as I had never spoken it before though I had studied it so thenceforth I tried to speak it and the ordinary Mexican people fellow travellers helped me a lot). In the following excerpt from Gandhi's speech he expresses the above feeling, " I wanted to say it is a matter of deep humiliation and shame for us that I am compelled this evening under the shadow of this great college, in this sacred city, to address my countrymen in a language that is foreign to me".
