Slope intercept form:

y=mx+b

Where:

m= slope (rise y /run x )

b= y-intercept ( where the line crosses the y- axis )

m=1/3

b= -3

Replacing:

y= 1/3x-3

So, the line crosses the y- axis at y=-3, and since the slope is positive the line increases 1 unit up, by every 3 units to the right along the x axis.
