1.2 x 10^4 = 12,000
4.5 x 10^-3 = 4.5 x 1/(10^3) = 4.5/1000 = 0.0045
3.8 x 10^3 = 3,000
7.5 x 10^3 = 7,000
largest is 1.2 x 10^4
