We can put it into point slope form first, y-y1=m(x-x1), where m is the slope and (x1,y1) is any point on the line.
y--7=(-2/3)(x-0)
y+7=-2x/3, slope intercept form is y=mx+b, so we simply need to solve for y.
y=-2x/3-7
