Answer:

To construct a Congruent Angle

→Draw a semicircle from point Q, which intersects the two rays QP and QR ,at point S and T.Keeping the compass at point R having the same width draw a semicircle which cuts the ray QR at point M.

→Now, Measure the length of arc ST with the Help of Compass.

→Now, Putting the compass at Point M, marc arc on the semicircle ,that is N.

→Draw a ray from point R passing through N.

That is required Congruent Angle.

Option B , is most Appropriate to Construct Congruent Angle at R.where we have drawn semicircle from point Q.
