Firstly, in the question, the number of marbles is given as,

Blue -8

Green-10

Yellow-7

Red-6

They ask the probability of selecting ared or yellow marble.

Now, The total number of marble(Red+yellow) which will be drawn from the bag is as follows:

Red+yellow=6+7

Red+yellow=13

The total number of the marbles in the bag is as follows:

Total marbles=Blue+Green+Yellow+Red

Tptal marbles=8+10+7+6

Total marbles=31

Now, probability of selecting one marble from the bag that to be belong the red or yellow categories as follows:

\begin{gathered} P=\frac{(\operatorname{Re}d+Yellow)C1}{(\text{Total marbles)C1}} \\ P=(13C1)/(31C1) \\ P=(13)/(31) \end{gathered}
Thus,\text{ the probability of selecting red or yellow from the bag is }(13)/(31)\text{.}

Now, the second part of your question is also covered by me in the upper part of problem.
