x - 3y = 3

Line perpendicular ,is found by formula m•m' = -1

Then first find Slope m = x - term / -y- term = 1/--3 = 1/3

Now find perpendicular slope m' = -1/(1/3) = -3

Following find ,y- intercept b

b = Y - m'X

b = -9 - (-3)•5

. = -9 + 15 = 6

Then ,now write

Y = -3X + 6

Answer is, equation

Y = -3X + 6
