You and your friends decide to band together and form a local rugby league since your community currently does not have one. As a part of your league development plan, you need to create safety guidelines. Rugby is a rough sport. Players throw, kick, and run with a ball and engage in physical contact. What safety rules would you set up for your league to avoid injuries during practice and rugby matches?

Maybe they should wear elbow pads and knee pads and a helmet
