y = 1/2x + 15/2

or 2y = x + 15

Explanation:

Perpendicular lines have slopes that are negative reciprocals of one another. So the slope would be 1/2.

Using (-7,4)

Slope-intercept: y = mx + b

4 = 1/2(-7) + b

4 = -7/2 + b

8/2 + 7/2 = b

b = 15/2

so y = 1/2x + 15/2

or 2y = x + 15
