The answer is A. For example, at higher elevations, there are colder climates.

The best answer would be a: are very closely related.

It can't be b since the elevation can effect the climate (the ocean is an example, since the deeper you go down the colder it gets), elevation and climate are not the same so it isn't c, and it wouldn't say that they are impossible to measure accurately.
