Hello:

an equation is : y =ax +b ( a is a slope )

parallel to the line -2y=-6x-14 ...... y =3x +7 a =3 ( same slope )
the equation is : y=3x+b

the line through (-3,-1) : -1 = 3(-3)+b .......b= 8

an equation is : y = 3x+8
