Reason: For a dam to produce power it must have a difference between heights of the water levels above and below dam. A tidal dam does this by having gates which open at low tide and are closed at high tides, holding a high tide level above the dam and a receding tide level below the dam. It will generate power by means of generators converting tidal power to electrical power.
