The goal and effect is to persuade us as to how good Orpheus actually is. The hyperbole is used to show that even Hades who is the god of the underworld and is considered to be ice-cold, melts from emotions induced by Orpheus' music. This makes us believe that he's indeed as great as everyone says he is since it's not that easy to do that to Hades.
