What has probably happened was that your card has been "blocked" by both the rental company and the hotel.

To prevent frauds, banks sometimes block credit cards when they detect unusual purchases in order to protect the client and the bank. As the hotel bill and the rented car bill are open, the bank needs confirmation of the part of the client to allow it to continue to use the credit card in other establishments. That was the case with the restaurant. Probably, the credit line of the client has a limit and until final charges of the hotel and car rental are made, the bank will clear the card.
