Unlike most of ancient Greece where the arts were taught and valued, in the city-state of Sparta, warfare dominated every aspect of life. Spartan boys went to school to become strong and skilled soldiers. Typical juvenile games were forbidden, since every Spartan, regardless of age, was expected to practice self-discipline and self-denial.

neutral

The author's viewpoint in the excerpt is neutral. The author does not show whether or not he feels that warfare dominating every aspect of life is positive or negative. He does use strong language to show the importance of warfare in the city-state of Sparta with the words "dominated", "strong and skilled", and "forbidden". While these are powerful words, they do not indicate that the author is positive or negative.
