The correct answer is no, Julius can’t collect unemployment insurance.

Julius can’t collect unemployment insurance because he quit his job. He is not eligible. To collect an unemployment insurance he has to be unemployed through no fault of his own.

The U.S. Department of Labor's Unemployment Insurance (UI) officially states that: “programs provide unemployment benefits to eligible workers who become unemployed through no fault of their own, and meet certain other eligibility requirements”.

The types of Unemployment Eligibility Requirements are Earnings Requirements, Eligibility Based on Type of Job Loss, and Hours Worked Requirements.

No, he cannot collect unemployment insurance because to get that insurance he has to be unemployed through no fault of his own. If he quit his job, he is willingly unemployed and thus, it is his own fault that he is unemployed and therefore, he is unqualified to receive unemployment insurance.
