Who created the "GI Bill of Rights," and why was it created?

It was designed by the American Legion, who helped push it through Congress by mobilizing its chapters (along with the Veterans of Foreign Wars); the goal was to provide immediate rewards for practically all World War II veterans.

On June 22, 1944, the Servicemen's Readjustment Act of 1944, commonly known as the G.I. Bill of Rights, was signed into law. During the war, politicians wanted to avoid the postwar confusion about veterans' benefits that became a political football in the 1920s and 1930s.
