1. If including the gained-three-pound-guy, then it is four because we have to count the dots on 0.5, 1.5, 2, and 3.
2. Highest frequency basically just means what is the most often occuring number (mode) in fancy language. The answers we can rule out are 5/8, 3/8, and 3/16. The answer is 1/16 because it has the most. :) Hope I helped
