The answer would be
37.
Here are the steps. *Also I substituted (replaced) the variables (letters) with the numbers, soo instead of y and b its 9 and 1.
1. simplify 10 + 1 to 11.
2. simplify 9 * 11/3 to 99/3
3. simplify 99/3 to 33
4. 4 + 33 = 37.
