What is the average rate of change from x=-3 to x=1

Something is missing here. You're not mentioning a function. If you were, you could calculate f(-3) and f(1), and call the difference dy = f(1) - f(-3). Then also calculate dx = 1 - -3 = 4, and dy/dx is your rate of change.
