arc length = circumference • [central angle (degrees) ÷ 360]

central angle (degrees) = 360 * arc length / circumference
circumference = PI * 2 * 4 =
25.1327412287

central angle (degrees) = 360 * 10 / 25.1327412287
central angle (degrees) = 143.2394487828

answer is B
