Honestly I can't say that the other options are considered goals of the Fed Reserve.

I don't see how smoothing out the business cycle has anything to do with the Fed. Also growth is dependent on the private sector. Low inflation is something they've never been able to control. High savings rate? Are you kidding?

The textbook answer is still D.
