The maximum number is 33. $0.25 multiplied by 4 is $1.00. If you multiply $1.00 by 8, the result is $8.00. If you multiply 8 by 4, since the number of quarters equivalent to $1.00 is 4, the result is 32. The remaining number is 0.45. You can only add 1 more quarter. 32+1=33. Therefore, the answer is 33.
