I would say A) Did the speaker us connotative words, because when someone uses connotative words, they can imply something.

A message of a speech should be very clear and direct in order to achieve its goal, which is to help the readers to relate and understand. The use of connotative words don't contribute to the clarity of the message because their meaning is not explicit but it is implied by a word which meaning is beyond the literal or the dictionary.
