This is my way of doing it...
Rearrange the equation to -x^2+4x+3
Then -(x^2 - 4x) + 3
-[(x-2)^2 - 4] +3
-[(x-2)^2] +4+3
-(x-2)^2 + 7
final answer : y=7-(x-2)^2
