The correct answer to this question would be Thomas Hobbes.

Thomas Hobbes was a very influential philosopher, having written several important works, including the Leviathan.

For Hobbes, the best, true and correct form of government is the absolute monarchy. With that said, he's definitely the one who would have disagreed with the Constitution.
