If two lines are parallel, then:


m1=m2

The slope for the x-axis is:


m1=0

so:


m1=m2=0

Using the point-slope equation:


\begin{gathered} y-y1=m2(x-x1) \\ where \\ (x1,y1)=(-9,-5) \\ y-(-5)=0(x-(-9)) \\ y+5=0(x+9) \\ y+5=0 \\ y=-5 \end{gathered}
