Please I really need help!!!!! :(

Read the passage from Roosevelt's "Quarantine" speech:

If those things come to pass in other parts of the world, let no one imagine that America will escape, that America may expect mercy, that this Western Hemisphere will not be attacked and that it will continue tranquilly and peacefully to carry on the ethics and the arts of civilization.

Why is Roosevelt's refutation effective?

(a) Roosevelt already knows that Japan and Germany are planning to attack the United States.

(b) Roosevelt knows that his audience has already lost any and all hope of avoiding conflict.

(c) Some of Roosevelt's audience does imagine that America can escape or avoid aggression.

(d) Roosevelt knows that people make good choices when they are motivated by fear.

The answer is:

(d) Roosevelt knows that people make good choices when they are motivated by fear.

By the time Roosevelt adressed the public in this speech some still had hopes that America, given its geographical location and the fact that it escaped WWI without an attack on american soil, wasn´t going to be attacked.
