Let our rule be some linear expression: y = ax + b.

When x = 0, y = -1.
So, b = -1.

Now, when x = 1, y = -6.
-6 = a -1.
a = -5.

Test when x = 2, y = -11.
RHS = -5(2) -1 = -11

So we know the general rule is -5x - 1
