Parallel means it must have the same slope so assuming you meant y=3/2x+4 the slope will remain 3/2
Then you just plug in the coordinates they give you
-3=(3/2)(2)+b
-3=3+b
b=-6 (b is the y intercept)
Final answer: y=3/2x-6
