How do state and national elections differ?

1. Only in state elections can you vote for city council members and judges.
2. National elections allow you to vote for candidates for cabinet posts.

The closest answer would be 1. Only in state elections can you vote for city council members and judges.

Two is false, because cabinet positions are not positions that one can be elected into by the American people.
Three is false as we know that national elections are every 4 years.
Four is false as it doesn't state any differences as the question is asking for.
