4x-3=0.4x-2y

we need to clear y in order to find the expression in terms of x


\begin{gathered} 2y=0.4x-4x-3 \\ y=(1)/(2)(0.4x-4x-3) \\ y=(1)/(2)(-3.5x-3) \end{gathered}

evaluating in x=-1


\begin{gathered} y=(1)/(2)(-3.5(-1)-3) \\ y=(1)/(2)(3.5-3) \\ y=(1)/(2)(0.5) \\ y=(1)/(4) \end{gathered}
