We know that

• He has 3 liters of drug solution in stock.

• He has to prepare 2 quarts.

We know that 1 liter equivalent to 1.1 quarts, so 3 liters would be 3.3 quarts because we multiply by 3.

Given that he just needs to prepare 2 quarts, there would be 1.3 quarts remaining.

The process that helped me to get the answer is that I used the ratio between liters and quarts, and from that ratio, I was able to express 3 liters into quarts.
