We have to substract an expression from another. We can write this as:


\mleft(-17x^2-5x+3\mright)​-(-9x^2+7x+13)

We can simplify this as:


\begin{gathered} (-17x^2-5x+3)​-(-9x^2+7x+13) \\ -17x^2-5x+3+9x^2-7x-13 \\ (-17+9)x^2+(-5-7)x+(3-13) \\ -8x^2-13x-10 \end{gathered}

Answer: if we substract these two expressions, we get -8x^2-13x-10.
