What was the role of federal legislation in accelerating and shaping the course of westward expansion?

Because of federal legislation and support, it was promissed that people who expanded westward would get huge properties and room to have farms. They also made it possible for people to kick out the Natives from their homes and take it for themselves. Sometimes it was brutal, sometimes it was done through politics and cunning.
