This is no deception sent by Queen Persephone, this is just the way of mortals when we die. Sinews no longer bind the flesh and bones together – . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . the spirit rustling, flitters away . . . flown like a dream. Who says the above quote and why?

The quote from the question is made by Anticlea, she says this by explaining to Ulysses that he can not embrace her in the underworld.

Ulysses tries to hug her three times, but finds out that she is disembodied and her arms simply pass through her. It is with this quote that she explains that this is how all ghosts are, and she expresses great sadness.
