The term dilate means that the new cone is wider, broader, or bigger than the cone in the given. I would assume that the given scale is 1:3. This means that the dimensions of the second one is 3 times than those of the first. We cube 3 and multiply the answer with the given volume of the original cone in order to solve for the volume of the second cone. That is,

volume of second cone = (1350 m³)(3³)
= 36,450 cm³
