Since no one has answered, I believe that the wind speed will not affect the downward acceleration. I could be wrong, but i believe the wind part is just irrelevant information.  Gravity causes an acceleration of 9.81 meters per second, so that would be my solution.  If you recall in class discussing wind affecting gravitational acceleration, then my answer is probably wrong. Hope this helps.
