The inequality states that x is less than or equal to one.
X could be 1 as it is equal to one.
X could be 0 as it is less than one.
It could be any negative number as they are all less than one.

hmmm
1 is equal to 1
0 is less than 1
all negative numbers and 0 and 1 and stuff work
