The correct answer is C) How to count enslaved people for purpose of state representation.
During the Constitutional Convention, there were several debates on what issues should be settled in the new Constitution. One of them dealt with slaves. Anti- slave states (especially from the North) did not want slaves to count towards a states population, as this would give Southerners more control of Congress. Southern slave states wanted slaves to count towards the population, even though many of them considered slaves property, so that they had more power than Northern states.
This results in the two sides coming to a compromise. The compromise is known as the 3/5ths Compromise. Essentially, this stated that for every 5 slaves, 3 of them would count towards a states population.
